network error prevents image deploy

Bug Description

saw this quite frequently. not sure if its same as the result submission network issue, but network seems to pop up regularly and makes using boot status chart from homepage quite unreliable.

We've switched over to our own network connection, no longer shared with the office. Unfortunately, the BT provided router is our router for the moment. I think we should do a couple of things here that should help.
1. Get a better router (I think this is already ordered)
2. Run dhcp on the server, not the router

New router has been in for some time. I'm trying to remember if we switched to dhcp on the server. I seem to recall that we did, and Paul did it, but I may be wrong.

We switched over the dhcpd on the server a while back (end of last year I think), and I don't think we're seeing this anymore, but it wasn't one we could reproduce easily. If it looks like it's still a problem, a new bug should be opened, but let's close this one for now. At this point, at least we can have more visibility into how much of our address pool is assigned, the actual requests themselves, and not rely on a router to provide our dhcp.
