When indicator-sound first loads, the accessible description update signal is not called, so when a user moves over the sound indicator with Orca, they do not get given any information about the current volume. If the volume is changed either with the sound menu control or with media keys, the signal gets called correctly, and an accessible description of the current volume is spoken when navigating over the sound indicator.
