Bug Description

- Pip SHPs would get loaded 6 times.
- The Foundation= tag would get read twice.
- CellClass* ObjectClass::GetCell() did the exact same thing twice with no reason whatsoever.

##### ADDITIONAL INFORMATION #####
These things certainly don't slow the game down severely, but it's these little things that eventually stack up and make the game slower.

I have been talking to PD and he is trying to reduce lag but somethings we cant find that cause the lag EG Me and PD both get slowdowns when we have 7 Yuri players in a game. If we play with 7 allied or 7 soviet we get less lag and less slowdown. Anyidea's? I was thinking maybe animations

Slave Miner perhaps? Remember it has 4 smoke stacks and emits smoke far more frequently than the other refineries.

Sorry to bump, but if you turn of the "transparency fade effect" it removed a lot of lag. A lot. Though I might as well post my findings, as it may make things easyer ;)

Reassigning... just written code to fix 1 and 3, but 2 is not a bug per se. It reads Foundation from two different sections in artmd - the one declared as Image= and the ID. Art sectioning is quite inconsistent, but I'm not sure this part should be fixed.

Additionally, removed some more slowdown from logging rubbish data at startup.

Since 2 is not a bug per se, marking resolved.
