Making a unit full promoted in Armory should cost. Exempel a tag to armory: CostPerInfantry=1500.
Right now it is way to unbalanced.
If you have it set to unlimited, I believe you can use (ProduceCashAmount=- ) (ProduceCashDelay=) to drain money. I guess it would be best to simplify it using your suggestion, just wish the AI could take advantage of it.
