New flag for Warheads - PermaMindControl=yes/no

Bug Description

If yes, then the warhead will act like a normal mind-control warhead except the target unit will be permanently mind-controlled (like the Psychic Dominator) and the firer will not use up any of their mind-control 'slots'.

Currently implemented as MindControl.Permanent = y/n , requiring MindControl = y to work.

I've just tested this and it appears to not be working anymore.
I have a unit that has a weapon with MindControl=yes and MindControl.Permanent=yes on the warhead, but it's just regular mind-control.

Fixed issue #384 - Permanent MindControl is triggered correctly.
Fixed issue #814 - Sidebar redraw is forced after spying a warfac/barracks/SpyEffect.UnitVeterancy structure.

Just tested this with a regular Yuri Clone and it works fine. It draws the red ring, doesn't draw the MC link and unit stays MC'd when the yuri is killed.
