Allow any TechnoType to use Ivan Bombs - presently these can only be fired by InfantryTypes

Bug Description

If, say, a BuildingType has a weapon whose warhead has IvanBomb=yes set then that weapon will have no effect in-game.

Confirmed, located, writing correction code.

(Since I can see into the future: Please make separate bugs for cursor correction (right now it only works for infantrytypes designated Ivan=yes) and for customizing ivan bombs per-weapon instead of discussing those issues here.)

VehicleTypes and BuildingTypes can use IvanBombs now (revision 22), however AircrftTypes still have problems (IE if weapon out of range).

Cursor issues with BuildingTypes still but as stated above that's a separate issue.

I can confirm that this works. Only issue is that whenever a BuildingType with an IvanBomb weapon fired outside of its range, or force-fired onto the ground, the game froze. No IE, just froze.
