Spy infiltration of barracks/warfac doesn't force sidebar redraw

Bug Description

Infiltrating these structures (or SpyEffect.UnitVeterancy ones) doesn't update the sidebar, so if you had the affected tab open, old cameos are visible until you move your mouse over the sidebar or switch to a different tab and back.

Code related to this issue has just been checked in; DCoder wrote in revision 391:
Fixed issue #384 - Permanent MindControl is triggered correctly.
Fixed issue #814 - Sidebar redraw is forced after spying a warfac/barracks/SpyEffect.UnitVeterancy structure.
Related to issue #737 - removing logging meant to debug this problem.
