Set back to English keyboard every time the greeter starts

Bug Description

Even though all users use a non-English keyboard, the greeter will start with English keyboard pre-selected everytime it starts. It'd be great if it could find out from the users' settings which keyboard they prefer.

Hello,

I confirm this bug and I've a question about that: is it possible that the keyboards list isn't complete? E.g. I don't find the French Dvorak layout called "Bépo".
I can open another bug report but if unity-greeter can find out from the users' settings which keyboards the user prefers, this problem will be fixed too.

The problem persists also if I try changing my keyboard layout at System Settings. (This only happens after restart), but indeed, it started after the "unity-greeter" upgrade.
