Bug Description

In the latest revision of wingpanel, padding isn't being set correctly when wingpanel starts.

This means that there is a small gap between the panel and it's shadow and that indicator menu items are not padded correctly.

Yes, the shadow should be repositioned on panel height changes

I think the attached image is the issue. I'm only able to experience the error every other boot, exclusively at the Try-or-Install screen.
