Bug Description
Bug Repo Syncer does not work in the following situation:
* There are no bugs in the internal storage.
* There are two repositories with paired bugs: For each bug in one repository,
there is a corresponding bug in the other repository.
In this situation the program should do the following:
* Recognize the paired bugs, and put them into the internal storage.
* Don't update any bug in any repository.
The program really does:
* Create all bugs in one repository, effectively duplicating them.
* Create no bugs in the other repository.
