When logged out, bug status form has controls but no submit button

Bug Description
1. Go to <https:/
2. Expand one of the "Affects" table rows.
What you see:
* "You are not the bug assignee nor the maintainer of [whatever], and therefore cannot edit this bug's status.
* A form with controls for changing the bug's status! The only thing missing is the submit button.
What you should see:
* "You can't change this status, because you're not logged in as the maintainer of [whatever] or the assignee."
* Plain text instead of form controls.
It may save time to fix bug 138155 and/or bug 249532 at the same time as this bug.

I confirm, this is very confusing.
Just today, I went WTF when Launchpad told me "You are not the bug assignee nor the maintainer of launchpad-bazaar (upstream), and therefore cannot edit this bug's status.". This is wrong, I am the goddamn maintainer and I can edit the bug status. I just need to log in.
The UI suggestion of mpt makes a lot of sense. At least, please fix the message soon to prevent the WTF effect.
