Some apps started fullscreen don't take the whole height (shotwell, virt-manager)

Bug Description
STR:
1. Start shotwell, switch to full screen mode.
2. Close shotwell
3. Start shotwell again
Actual results:
Shotwell is not taking the whole height (see screenshot attached), there's a 29px gap between the bottom edge of the window and the actual bottom border of the screen. The window portion behind the fullscreen one can be seen in that gap.
Expected result:
Shotwell starts in full screen.
The same thing happens with virt-manager when it is started after being switched to full-screen mode.
