Time and Date Settings don't load in Ubuntu Precise and newer with Gnome Classic

Bug Description
STEPS TO REPRODUCE:
1) Install "gnome-panel" to have Ubuntu Classic
2) Login to Ubuntu Gnome Classic with Effects
3) Click on the Time Indicator
4) Select "Time and Date Settings"
5) System Settings is opened. We have to find "date and time" manually.
DESIRED OUTPUT:
4) Select "Time and Date Settings"
5) System Settings---------> "Date and Time" should be opened.

A new user that I created does not experience this problem. Most likely a corrupt configuration.
