Bug Description
Missing files cause an error on export.
touch debian/foo
bzr add debian/foo
rm debian/foo
bzr bd
*crash*
We should not fail and just not export the file. This may
be a bzr change.
I have a suspicion this may be a dupe, or already have been fixed once.
