Bug Description
bzr-buiddeb has a fair bit of code related to configuration file handling. This code could be simplified a lot by using the new config stacks API in bazaar.
Unfortunately one of the consequences of this would be dropping support for bzr < 2.4. Would that be an issue?

I don't think it's a big issue, but you couldn't use the latest code on
wheezy for one thing.
