standalone bzr-config.exe should be aware about exisiting python installation

Bug Description
When user run standalone bzr-config.exe and there is no standalone bzr.exe, but instead python installation of bzr with python intrepreter as well, it can't found some necessairy python standard libraries and unable to load plugins.
Bzr-config should explicitly check if bzrlib in library.zip (i.e. there is standalone bzr.exe), otherwise it should looking for real python installation and add standard library to sys.path.
