cache.py works, but without a nonexecutable format we cannot look at
online updates (without digital signing). As we don't want to advertise
hostile plugins anyway, perhaps we should just digitally sign, and keep
the current format. This could be done by putting the updates in a
branch.
Either way, we need a change to do online updates.
