always triggers load of bzr-svn when trying to open index

Bug Description

when bzr-search opens its index it currently imports SvnBranch to see if the branch it is opening the index for is a Subversion branch, even if there won't be an index.

This means that e.g. all log operations will trigger an import of SvnBranch. Ideally something should be used that doesn't require loading of SvnBranch up front.

This also happens for any hooks that bzr-search registers, such as places where last revision is updated.
