usertest --dry-run fails

Bug Description

The --dry-run option seems to be broken (and untested?) at present:

mbp@lithe% bzr usertest --dry-run ~/bzr/Releases/bzr-1.3.tar.gz
*** Benchmarking suite 'common' on tree '/home/mbp/bzr/Releases/bzr-1.3.tar.gz' ***
Base working directory is bzr-1.3.tar.gz-8900
bzr: ERROR: [Errno 2] No such file or directory: '/home/mbp/.bazaar/plugins/bzr-1.3.tar.gz-8900/work_root_for-bzr'
zsh: exit 3 bzr usertest --dry-run ~/bzr/Releases/bzr-1.3.tar.gz

It seems to assume the directory exists, but doesn't create it in that mode.
