add bzr-hg to the windows installer

This shouldn't be too hard for bzr-git - dulwich is quite small.

For bzr-hg it's more work, I doubt we'd want to ship most of mercurial so somebody would have to work out what bits of Mercurial we need and what bits we don't.

I personally would rather see a nice installer for bzr-git and bzr-hg, rather than always bundling it into the all-in-one installer.

I think bzr-svn gets special recognition because *svn* is significantly more popular than all of the DVCSs right now.

I'm certainly not saying we can't bundle them, just that I feel a separate install is quite reasonable for these two.

I agree that would be nicer, but I think there is some overhead involved
in maintaining multiple installers. We'd probably want separate packages
for bzr-hg and bzr-git so as to not complicate the live of whoever does
bzr releases.
