Bug Description

Using saved location: http://people.samba.org/bzr/jelmer/bzr-rebase/trunk/
bzr: ERROR: Tags not supported by BzrBranch5('file:///home/jw2328/.bazaar/plugins/DEACTIVATED/rebase.broke/'); you may be able to use bzr upgrade --dirstate-tags.

Following the advice doesn't work (#145812), lifeless informed me that --dirstate-with-subtree is required, which works fine.

Given that we recommend avoiding subtree formats, I don't think this bug needs to be fixed at this time.

I think we should fix it, because bzr-svn requires subtree formats (and
yes, I know that is problematic).
