"bzr bind ." should return an error

Bug Description

bzr bind . should return an error since it is not meaninful.
If by mistake you do "bzr bind ." all bzr commit commands will fail with

RuntimeError: maximum recursion depth exceeded while calling a Python object

without a clear explanation

The "maximum recursion depth" error this causes, bug 405192, is now fixed in bzr 2.2.

This bug is still valid, but at least the consequences are less severe now.
