Better file name for bzr windows installer

Bug Description

I thought bzr-setup-1.17-1.exe was for bzr 1.17-1, but bzr version is actually 1.17, and the last 1 is the installer version.

Imho a better name would be bzr-1.17-setup-1.exe, i.e. bzr-<bzr_version>-setup-<installer_version>.exe.

bzr never releases -X releases, only .X releases. And -1 conforms to the
Debian numbering standards (which is why I chose it)

It is, but debian numbering confuses just about everyone, for all that
it is regular and understand*able*.

Renato's proposal just moves the word setup between the bzr version and
the build version.
