export-pot command should be less verbose by default

Bug Description
Currently when export-pot is run, for instance via `make update-pot` as part of the release process, it gives a lot of output about what its up to. As this isn't a sign of anything going wrong, and checking the diff of the template to see if looks sensible afterwards is common anyway, being quieter would be nice.
