Bug Description

templates/inno/bzr.iss should be updated to include mo files for i18n support.

It appears that some changes to the setup.py script are also needed, currently it assumes the compiled .mo files already exist when setup.py runs, before setup is actually called.

I've sort of done the Inno side of this. Currently, it just always copies the .mo files to a locale/ subdir. Perhaps it should be an installer option, and do different languages individually? The files aren't as big as I thought though, so perhaps that's overkill.

Why do you need to do different languages individually? For QBzr and
bzr-explorer I just roll everything into installer and that proved to be
a good thing.
