Cygwin command not found: colordiff

Bug Description

First, I am on my Windows computer with Cygwin.

I attempted to alias "cdiff" to "diff --using colordiff"

When running "bzr cdiff", it could not find the command "colordiff" under the Cygwin Bash Shell or Command Prompt.

However, bzr cannot find colordiff. I went into C:/cygwin/bin and found that colordiff is just named colordiff - Not an EXE. I suspect this is why bzr is unable to find colordiff.
