Bug Description
I've recently moved laptops and copied my .bazaar dir across from my old laptop.
during this move I changed a repository location. The cbranch_target was still set to the old location that doesn't exist on the new laptop.
bzr cbranch devel new-branch got stuck in a tight loop somewhere consuming 100% cpu and reporting no progress.
