Undo (Ctrl+Z) in the bzr shell kills it (Windows)

Bug Description

start "bzr shell" (Windows).
Press the Undo combo (Ctrl+Z).
Bzr shell is aborted (with no error message). Just plain WIndows cmd.exe.
"Who killed the bzr shell?"

So the standard python interpreter on Windows treats ^Z as EOF, and thus
closes the shell. (Versus ^Z meaning background this task on other
platforms.)

I don't honestly know how to disable that, but I suppose it is possible.
