Bug Description

Somehow https://bugs.launchpad.net/castellan/+bug/1872480 got through the Vault functional test in Castellan. Given that the bug affects something as fundamental as option registration it makes me think the functional tests aren't actually testing much functionally.

We really need to address that. Something this basic shouldn't have gotten through the gate.
