Bug Description
The progress module is "always_on" in the Ceph manager. It can cause manager performance issues, especially in large clusters. The charm should support disabling it and disable it by default.

Since the module provides an optional UI component and can (and has) caused manager instability, we should disable it.
Enabling/disabling is done via "sudo ceph progress on"/"sudo ceph progress off" on the Mon/Mgr node.
