Bug Description
deploying from the stable channel, for ussuri-focal, one designate-bind unit stays in maintenance waiting for next steps after installation has completed.
"Installation complete - awaiting next status"
Comparing the logs to the other designate-bind unit, it must be waiting to initialize the zones, but the hook never starts or gets called.
The unit which failed is designate-bind-1, designate-bind-0 is the leader unit.

Just for avid readers, note that the bundle is using latest/stable (instead of ussuri/stable) as the ussuri/stable channel hasn't been released, (and ussuri/edge currently - at the time of writing - is the same charm as latest/stable for most of the charms).
These are still mostly the 21.10 charms for those trying to understand where the ussuri/stable channel is being derived from.
