Load balancing in charm-guide missing details

I've followed the openstack deployment guide for openstack and I'd like to add load balancing to it. When I try to follow this guide there is too much missing - why is there no --to directive? Is I use the instructions as written Maas tries to deploy 2 new full servers, can this be deployed to LXD on existing nodes? Should it be added to each of the existing bare metal nodes? Using the Openstack charm guide as a template can we get more details in the instructions?
