Bug Description

Charm Helpers should be packaged as two separate packages:
* python-charmhelpers, including the python libraries
* charm-helpers, which includes the chlp command (and depends on python-charmhelpers)

Is this still on the radar? Kind of unfortunate that it didn't make it into 16.04 afaict.

Oh, and that should be python-charmhelpers and python3-charmhelpers :)
