As soon as the required charmhelpers change has landed, the wheelhouse override should be removed

Agreed, during development this has been helpful. Needs to be removed from tox.ini and the wheelhouse-override.txt file can be removed as well.

    Enable passing the certificate authority on the relation in order to
    enable TLS communication to the MySQL DB.

Note that removing the wheelhouse.txt in the src charm as an override, means that we have no way of 'doing' stable/xxxx branch overrides of modules when rebuilding stable charms. So we still have an outstanding issue surrounding overrides.
