Bug Description
In the event of a full outage of a cloud, the nova-consoleauth daemons stop trying to restart if the database is not up and running:
2020-10-26 12:55:39.607 22877 ERROR oslo_service.
most other daemons restarted automatically after the DB was recovered, these did not.
