Bug Description

When using a multi-region shared keystone, octavia-diskimage-retrofit fails download the image that is to be retrofited, due to the fact that it selects the wrong region.

The same keystone offers endpoints for multiple regions. If no region is explicitly specified when creating the glance client, the first region it encounters, is used.

This causes the image upload/download to timeout and/or fail (most times due to firewall rules/lack of routes between regions).
