ovn-chassis doesn't act as a gateway by default anymore

Bug Description
[Impact]
When ovn-chassis is related to neutron-api, the ovn-chassis units were configured to act as gateways, this was true until Bobcat, now in Caracal the default is that ovn-chassis is NOT a gateway unless it's told to act as one.
This makes juju bundles that were working fine in bobcat, no longer work in Caracal.
