viewing hook contents often results in not found error

i've seen issue on a number of charms, here's one as an example.

This is a case where ingest is not reconciling the files that it found to the files it will save. hooks.py is not a hook, so it was not saved. We shouldn't make links to it. The other way to solve this would be to store the library/helper files that are found in hooks.
