Bug Description
When Cinder transfers a volume from one project-user to another it can do it with its snapshots, but when doing so it only notifies that the volume is being transferred, it doesn't send any notification about the snapshots.
This means that services like Gnocchi won't be aware that the snapshots have changed owners, they'll only know about the volume's new project-user.
