Review and prioritize board/council elections

Bug Description

We need to go through each of the boards/councils and check the expiration dates of members and prioritize them accordingly. We'll follow that up with a separate bug or set of bugs to take next steps.

Boards/Councils (I'm not including ones we're already dealing with)
~ubuntu-irc-council
~forum-council
~kubuntu-council
~lubuntu-council

There's also ~developer-membership-board, but we should check with the TB on that and we're already dealing with them.

DMB is already handled - Developer Membership Board was recently restaffed and is a whole new DMB group. I'm also *on* said board (and was before I was on CC).

DMB was restaffed with a new DMB effective on 2020-02-25 with an expiration date of 2022-05-11. The DMB is already handled and has been working since March of 2020 handling developer membership requests. No need to look at DMB for this one. ;)

Lubuntu Council is expiring as of now in 10 days, which is probably not enough time to do the whole election process (generally about a month). I'm setting the expiration to the beginning of March to allow for that to happen. Dan Simmons/kc2bez should have the call for nominations out this weekend or shortly thereafter.
