Bug Description
GNOME Classic starts without any compiz plugins loaded for Guest and new users.
WORKAROUND:
(For new users only, not Guest)
Log in using the Ubuntu session first. That will create the required config files for compiz to load the correct plugins in GNOME Classic too.
ORIGINAL DESCRIPTION:
Using current staging unity ppa, login in a guest account or new user the compiz config is pretty empty (like none of the standard: resize, move, alt-tab, decoration, etc plugins are loaded)

Summary of IRC discussions:
- that's a side effect of having a default plugin list empty
- gconf has
/ apps/compizconf ig-1/profiles/ Default/ general/ screen0/ options:
active_ plugins = [core,composite ,opengl, compiztoolbox, decor,vpswitch, snap,mousepoll, resize, place,move, wall,grid, regex,imgpng, session, gnomecompat, animation, fade,workaround s,scale, expo,ezoom]
No value set for `/apps/ compiz- 1/general/ screen0/ options/ active_ plugins'
- using ccsm to activate "unity" works, going back to "default" works, clicking on "reset to default" empty the active plugins back
