Place Window plugin "too dominant"

Bug Description

OS: Ubuntu 12.04 64bit, fresh install
Software: gnome-panel, ccsm, indicator-workspaces

The Place Window plugin is very useful if one doesn't want all windows to appear in the upper left corner, but it seems to do it's job too aggressively...

Steps to reproduce:

1. Create a new window, move it partially out of the workspace, interact with any other window or the panel.
The window will snap back fully into the workspace.
Moreover, it will from now on always snap to an edge upon interaction with other elements.

2. Enable the desktop wall plugin with window movement across workspaces, create a new window, drag it to another workspace.
The window will behave erratically, jump around, disappear, etc.
This is similar to comment #7 in the following report, but more unpredictable:

Both behaviours are independent of the settings in the Workaround plugin or various combinations thereof and the options in the plugins (probably brute forced all of them).

My current workaround is to disable the Place Window plugin and move every new window via Alt+button1 (can't grab the title bar because it appears hidden below the panel).
