config-manager being noisy with 'No handlers could be found for logger "bzr"' messages

Bug Description
Have put in place a temporary 2>&1 | grep -v ... filter.
$ ..../cm.py update .../config
No handlers could be found for logger "bzr"
The config used by cm.py is (obsfucated):
./abc-teacup bzr+ssh:
./abc-ina bzr+ssh:
./abc-storm bzr+ssh:
./abc-isa bzr+ssh:
