As discussed on the ML and in meetings: move the Congress Dashboard code into its own project. Currently the entire Congress project must be deployed on the same server as Horizon/OpenStack Dashboard. Having the Congress Dashboard in its own project will make it possible to deploy the main Congress project (policy engine, datasource engine, etc) on a different server or in a container separate from the Horizon/OpenStack Dashboard.
Separating the Congress Dashboard from the main project will involve the following:
1) Creating a new project called congress-dashboard as outlined here: http://docs.openstack.org/infra/manual/creators.html
2) Moving code from congress to congress-dashboard and possibly changing code - still investigating this
3) Registering Congress Dashboard with Horizon as a Horizon Plugin http://docs.openstack.org/developer/horizon/plugin_registry.html
4) Testing
