XPS 13 left USB does not work with certain group of devices

Bug Description

Several reports have confirmed the left USB port does not work with certain group of devices.
Left USB by definition is the USB port in between the power jack and the earphone jack of the XPS 13 laptop.

My configuration:
XPS 13 L322X
Bios A08
Ubuntu 12.04.2 LTS
Linux 3.5.0-36-generic

Test and symptons:

(1) 1TB USB 3.0 Western Digital My Passport External Hard Disk Drive
      Left USB:
        does not even mount
      Right USB:
        works perfect, with USB3 transfer speed

(2) Logitech Unifying Receiver (I have tested with 3 different unifying receiver, with same result)
      Left USB:
        Mouse does not work at distance > 30cm from receiver (i.e. mouse cannot be used on right side of the laptop)
        lsusb:Bus 003 Device 003: ID 046d:c52b Logitech, Inc. Unifying Receiver
     Right USB:
        Mouse works perfect as usual, even at the next room

        (a)Android Debug does not work when connected to left USB port, right USB works perfect
        (b)USB 3.0 AX88179 Gigabit Ethernet adapter - generates lots of error when plugged in at left USB, right USB works good

        (c)2 users have confirmed their wireless mouse fail to work well when plugged at left USB compared to right USB

Similar problems.

Dell XP13 L321X
Ubuntu 13.10
Linux 3.11.0-15-generic

(1) 500GB External harddrive on left USB: it mounts, but irregularly unmounts and re-mounts. It works well with the right USB port.
(2) Wired mouse: most of the time OK, but also occasionally disconnects for several minutes and re-connects.

(1) happens much more frequently than (2).
(2) happens more frenquently if the machine has been running for a long period of time (e.g. several days) without rebooting.

I think I should have mentioned: it only appeared after I upgraded my system to 13.10 from 12.04 LTS.

I am on 14.10, with kernel 3.16.0-24-generic. My XPS 13 was bought in October 2014.

Both the left or right port fail to work for me with an USB3 memory stick (PNY brand). The device works perfectly on other machines.
The stick intermittently disconnects and reconnects, but it stays disconnected most of the time. Rarely, and only in the right port, after several minutes of inactivity the device comes back and stays connected for long periods of time.
