Bug Description
Creating iso fails in Ubuntu 16.04 because isolinux.bin is not found.
$ cd ironic-
$ sudo make iso
<snip>
Could not find isolinux.bin. Install syslinux?
isolinux.bin is installed in /usr/lib/ISOLINUX/ when isolinux package is installed.
