Can't safely remove usb hard disk

Hello.
I'm using Kubuntu 10.04 LTS with KDE 4.5.0. When I right click and safely remove my usb disk from the dolphin it is unmounting succesfully. But the disk isn't stopping physical. If i unplug the usb cable an annoying sound is coming from the usb hard disk.
I've got a "SAMSUNG HM320II" usb harddisk. The "palimpsest" in "gnome-
Palimpsest (Disk Utility) can remove the disk safely. There is a button named like this in palimpsest: "Safe removal. Power down the drive so it can be removed". When I push this button and unplug usb cable the sound is not coming from the hard disk.
Also if I shut down computer when usb hdd is plugged. This sound is coming when power down. So I think the problem isn't in KDE.

I'm waiting for a long time. Can anyone give me some information to what I must do? Am I need to more descriptive?
