In neutron-server log:

2016-03-21 13:15:57.999 WARNING neutron.api.rpc.agentnotifiers.dhcp_rpc_agent_api [req-e1dbb0ce-d707-4c68-a6bc-a1371a21f7c5 admin 7d6956802e4f42ec902b1f06c2fe2635] Unable to schedule network 8664a474-3512-484a-9f39-ac3fca9c70cf: no agents available; will retry on subsequent port and subnet creation events.

neutron-server periodically sends these warnings into log because we use openflowapp for dhcp functionality, not neutron-dhcp-agent. we don't deal with dhcp rpc.
