Need to investigate tests for memcached plugins

Bug Description

Currently the 3 memcached plugins we have are disabled. These are memcached_functions, memcached_query_cache and memcached_stats. I was told by Monty that this is mostly due to the tests being invalid or of questionable intent. Need to investigate and update or add proper tests so we can turn these plugins back on.
