Bug Description

I know I can always have apt download it fresh after removing via "sudo rm -rf /var/lib/apt/lists," but this should not happen on a fresh install.

Just a problem with the repo guys (pointing to wrong repos). Easy fix - go to 'Applications' then 'Software Centre', click 'Edit' and choose 'Software Sources'. Where it says 'Download from:', click and choose 'Other' then 'Select Best Server', when completed, click on 'Choose Server', close the Software Centre and in terminal try 'sudo apt-get update' - should be fine.

Perhaps notthenewsreader's suggestion can be implemented as the default preferences for Software Sources?
